If the city has entered a development agreement with any party concerning the development of land within the city and has mailed or delivered a written notice that the party is in breach or default of the development agreement, the city may deny any application for any permit or license, including land use or building permits, or revoke permits or licenses on such property because of the breach or default of the development agreement.
