BCCI shall have the following members:

A. Eight at large members appointed by the mayor and confirmed by the city council. The at large members serve three-year staggered terms and are selected after an open, well-publicized public interview process. To the extent possible, member appointments shall be broadly representative of the City’s geographic areas and shall have demonstrated interests related to land use and community involvement.

B. One member from each duly recognized neighborhood association committee (NAC) within the City, said member to be appointed by the NAC of which the member is a representative.

C. Subject to the confirmation of the city council, the mayor also may appoint alternate members at large for a one-year term to BCCI. Alternate members at large may participate in all activities and subcommittees of BCCI, except the Nominating committee, and do not have voting rights.

D. Each duly recognized NAC also may appoint an alternate to serve on BCCI; provided, that the alternate shall have the same minimum qualifications for appointment as does that NAC’s primary representative and; provided further, that the alternate may vote only in lieu of and not in addition to that NAC’s primary representative when representing that NAC at BCCI.
