The fees referenced in the specialty codes shall be set by council resolution. In addition to the fees referenced in the specialty codes, the building official may collect fees to defray expenses incurred in connection with the processing of applications, preparation of reports, publication of notices, issuance of permits, review and maintenance of plans and records, and other similar services. These fees shall also be at a rate established by council resolution.
