The purpose of this chapter is to encourage alarm users and alarm businesses to properly use and maintain alarm systems in order to improve the reliability of alarm systems and protect the emergency services of the City from misuse by governing alarm systems, requiring permits, establishing fees, and providing penalties for violations.
