The following definitions apply to sections 4.06.010 through 4.07.090 of this code:

A. Connect or Connection. The act of causing or allowing impervious surfaces or other storm and surface water drainage facilities on private property to drain directly or indirectly to the public storm and surface water drainage system including open channels, creeks and rivers.

B. Equivalent Dwelling Unit (EDU). A unit of measurement of impervious surface area that is equivalent to the average such area for property improved with a single-family dwelling as determined by the Unified Sewerage Agency of Washington County, namely, 2640 square feet.

C. Impervious Surface Area. Land area altered from its natural state so as not to allow infiltration and retention of water equivalent to undisturbed soil and improvements lying over that land area, including but not limited to pavement, structures, decks and compacted gravel but not including any area lying within public right-of-way or railroad trackage.

D. User. The legal owner (as shown by property tax records) or the purchaser under land sale contract of unoccupied property or the occupant of property that is occupied. [BC 4.06.010, added by Ordinance No. 3687, 7/17/89; amended by Ordinances No. 3758, 11/19/90, Ordinance No. 3933, 6/26/95]
