Upon request of either an owner, occupant, purchaser, lessor, lessee, or any person contemplating the purchase, occupancy or leasing of any real property in the City, the finance director will have the water meter read at any time during regular working hours. The proration of all water fees and charges for a change in ownership or occupancy will be based on the number of days elapsed since the previous month’s billing.
