Upon the payment in advance of the regular charges required by BC 4.02.035, the City shall install the service from the water main and including the water meter, as described in BC 4.02.035 A for each house or other premises to be supplied with water. The City may require the owner of subdivided property to install water service to City-approved standards from the water main line to and including the meter box for each structure to be supplied with potable water in the subdivision. The water service so installed shall be publicly owned. The charges required of the developer under BC 4.02.035 of this code shall be adjusted in such case to reflect the reasonable value of such installation to the City.
