3.08.015 Extension of service.

When the council considers it necessary to extend a sewer or water trunk or lateral line to serve property inside or outside the City, the council may provide for the extension by:
A. Formation of a local improvement assessment district;
B. A contract with all or any of the property owners to be benefited by the extension; or
C. Any other method which the council deems in the best interests of the City. The construction work may be done in whole or in part by the City, by contract, by any other governmental agency, or by any combination thereof. The council may authorize payment by the City of all or any part of the costs of the extension.
