Full cost – Shall include, but not be limited to, the cost of property acquisition and condemnation proceedings; and engineering, advertising, notice, survey, materials, labor, contracts, equipment, supervision, inspection and administrative expenses, including, but not limited to any interim interest costs the City incurs; and any other necessary expenses.
