The city shall notify by regular mail the developer and all property owners in the reimbursement district of the council’s decision to adopt or reject the reimbursement district. If the council approves the district, the notice shall specify how to access or obtain a copy of the resolution, the date it was adopted, and a short description specifying the amount of the reimbursement fee and that the property owner is legally obligated to pay the fee pursuant to this chapter.
