If payments on assessments made against real property are delinquent, no building permit shall be issued by the City for the improvement of the real property. The City shall develop and implement procedures for determining at the time of building permit application the status of payments on assessed real property. The decision to refuse to issue a building permit shall be in writing and may be appealed to the council if written notice of appeal is filed with the city recorder not more than ten days following the date of the decision by the department.
