No application to pay in installments shall be received and filed if the amount remaining unpaid upon such assessment together with the unpaid balance of any previous assessments for improvements and taxes against the same property equals or exceeds 100 percent of any of the following: 1) the assessed valuation of the property as shown by the last County tax roll, or 2) the fair market value of the property as shown by an appraisal performed within one year of the application performed by an independent qualified appraiser acceptable to the City who is a member of the American Institute of Real Estate Appraisers (MAI) or Society of Real Estate Appraisers (SREA), or 3) the fair market value of the property as determined by the finance director using any reliable evidence of value.
