The owner or operator of a place in which personal property has been stored by the city shall, at least 15 days before the date of the auction scheduled for the storage place, or on request of the city manager, provide to the city manager an inventory of all property currently held. The inventory shall include the date of impoundment, serial or other identifying numbers, and other description information which would identify the property.
