A. Except as provided in subsection B of this section, no person on city property within the scope of this chapter shall consume any intoxicant on city property within the scope of this chapter. As used in this subsection, “intoxicant” means intoxicating liquor, a controlled substance, an inhalant, cannabis, psilocybin, or any substance that when taken into the human body can impair the person’s mental or physical faculties to a noticeable or perceptible degree.

B. A person may consume intoxicating liquor on city property within the scope of this chapter if the person is permitted to consume intoxicating liquor under the terms and conditions of a special event permit and authorized by the Oregon Liquor and Cannabis Commission.
