The owner of property or any other person or agent in control of the property on which development covered by this ordinance has been made under a permit granted under this ordinance, shall maintain in good condition and repair all retaining walls, cribbing, drainage structures, planted slopes and other protective devices shown in the approved plans or drawings submitted with the application for the grading permit or as required by the city engineer.
