This chapter shall be construed and implemented so as to conform with, and shall not be in any way a substitute for, or eliminate in any way the necessity for conformity with any and all laws of the State of Oregon, or ordinances of the City, or any rules or regulations adopted pursuant to such statutes or regulations.
