No person shall park or leave standing a vehicle on city-owned property or on a right-of-way of a city highway for the purpose of repairing or servicing the vehicle, except pursuant to written agreement with the city or under circumstances where repair or service of the vehicle is necessitated by an unforeseeable emergency.
