Appointments shall be made for a term of three years or until successors are appointed, except the terms of the first appointments shall be staggered. Terms of office shall begin the first day of the calendar year. Any vacancy shall be filled for the remainder of the unexpired term in the same manner provided for in BC 2.03.330.
