The commission has only those powers and duties as are now or hereafter granted and imposed on it by the city charter, ordinances and directives of the council. The commission shall advise the council on traffic safety issues of a neighborhood or greater significance, assist in promulgating standards and policies relating to neighborhood traffic management, and review and comment upon changes to traffic patterns and programs proposed by the city, county or state. The commission otherwise shall consider only those matters referred to it by the council or by the city engineer who acts as its secretary. All actions of the commission shall be deemed advisory to the city manager and council and shall have no legislative or judicial effect unless and until formally adopted by the city council.
