The commission shall consist of three persons appointed by the mayor with the concurrence of a majority of the council. Each member shall serve a term of three years and at the pleasure of the mayor subject to confirmation of the council; except that appointments to the first commission shall be for one-, two- and three-year terms, respectively. Any vacancy in the office shall be filled in the same manner as the original appointment to serve the remainder of the term. No person with ownership interest in a cable television franchise granted pursuant to this code or any employee of such person shall be eligible for membership on the commission.
